Use of property as a residential care home for one young person aged between 8 and 17 years, supported by 2 care staff during the day and 2 care staff overnight (working on a rota basis) and a manager or deputy manager present during weekdays, would not result in a material difference with the lawful existing use as a Class C3 dwelling.
