The application relates to the existing use of the entire property as a small House in Multiple Occupation (Use Class C4) and associated internal building works undertaken to facilitate that use. The property is occupied by five unrelated individuals, each occupying the property as their sole and main residence. Each occupier occupies a separate bedroom let on an individual tenancy agreement, with shared use of the kitchen, living accommodation, bathrooms and circulation areas. The HMO use commenced in September 2025 and has continued without interruption. The use falls within Use Class C4, being a House in Multiple Occupation occupied by between three and six unrelated individuals. Prior to the commencement of the HMO use, internal building works were carried out to reconfigure the internal layout of the dwelling to provide five bedrooms and shared facilities. The works comprised the erection of non-load-bearing internal partitions, minor internal alterations, and associated works. The internal works were carried out in compliance with the Building Regulations and were inspected by a Building Control Inspector. No extensions, external alterations, or changes to the external appearance of the building were undertaken. The works did not result in the creation of self-contained units, and the property remains in use as a single planning unit. The lawful development certificate is sought to confirm the lawful change of use of the whole dwelling from Use Class C3 (dwellinghouse) to Use Class C4 (House in Multiple Occupation) and the lawfulness of the associated internal works. The extent of the use and internal layout are shown on the submitted site location plan and existing floor plans.
