Conversion and change of use of upper floors to provide 16 Serviced Apartment units (Class C1) with new entrance lobby on ground floor, changes to front fenestration, erection of first floor rear extension to house a lift shaft. Refurbishment of existing dormer windows and erection of 3 new dormer windows to match existing over units 15, 17 and 17a, including an outside seating area for meal service under an open sided canopy with moveable perimeter planters to ground floor pavement area outside 15-23 Manchester Street.
